National Evaluation of the COPS Program: Ten Case Studies

This report from the National Institute of Justice (NIJ) presents the results of an evaluation of the COPS (Community Oriented Policing Services) program in 10 cities around the country. The 10 sites chosen for the evaluation had received funding from NIJ to support their efforts. The different sites were chosen by the evaluation team because they appeared to show different degrees of success regarding their efforts to transition to and implement community policing in their police departments. Each case study describes how the departments attempted to change their overall policing strategy as they applied for and received their COPS grants, and implemented the principles of community policing. The 10 sites involved in the evaluation were Albany, NY; Colorado Springs, CO; Fremont, CA; Knoxville, TN; Lowell, MA; Portland, OR; Riverside, CA; St. Paul, MN; Savannah, GA; and Spokane, WA.
