Surplus Property for Restricted Budgets

There is a group of programs that have been in existence for more than a decade that provide equipment that once belonged to the Federal Government to police and corrections agencies at little to no cost. However, these programs were virtually unknown to most police and corrections agencies until the National Institute of Justice’s, National Law Enforcement and Corrections Technology Center (NLECTC)-Southeast in Charleston, SC, stepped in. In the late 1990s, the NLECTC-Southeast initiated training and support efforts to put equipment into the hands of the Nation’s police and corrections officers through the following four programs: (1) the 1033 Program; (2) the Defense Automation Resources Management Program; (3) the 1122 Program; and (4) the Night Vision Systems Law Enforcement Support Program. This report briefly describes each of these programs.
