These appendixes to the final report on the national evaluation of the Federal Legal Assistance for Victims (LAV) grant program--which is intended to make civil legal and advocacy services available to low-income victims of domestic violence -- contains a description of the evaluation methodology, copies of instruments used in the evaluation, and project summaries for 20 case study sites.
Abstract
The appendix on evaluation methodology traces the development of the methodology in consultation with the National Institute of Justice (NIJ), which commissioned the evaluation. The development of the evaluation methodology took into account a General Accounting Office (GAO) report that critiqued six NIJ-sponsored evaluations of the impact of various programs, as well as a GAO inquiry to NIJ regarding the LAV evaluation. Another appendix presents the LAV grantee survey, which contains questions on project activities; victim/client characteristics; data collection; and a grantee profile, which focuses on agency funding, size, and jurisdiction. A third appendix presents the follow-up LAV grantee survey, which focuses on resources and expenditures; legal services provided; the use of pro bono attorneys; victim assistance services; staffing, recruiting, and retention; protection order enforcement; and demand for services. The fourth appendix presents a table of recommended target areas for the nonfunded regions survey; these are areas that are not within the service area of a legal service provider who has received the LAV grant. Another appendix presents 20 LAV project summaries. The format for each summary consists of the need for services, goals/objectives, approach and results, highlights of accomplishments, and challenges. This is followed by an appendix that contains a sample interview protocol used in site visits for the process evaluation. The final appendix contains a questionnaire that queries grantees about their collaboration efforts.
